Most reforms fail not because they were wrong, but because they were not sustained.

A new policy, law, or project introduces order into a system.
But once the initial energy fades—after the launch, the ribbon-cutting, or the leadership change—the system begins to drift back toward disorder.

This is why we see:

  • new hospitals without drugs or staff,
  • laws passed but never enforced,
  • digital systems abandoned after donor funding ends,
  • reforms reversed when leadership changes.

Reform is not an event.
It is a process that must be maintained.

Without:

  • enforcement,
  • financing discipline,
  • supervision,
  • data feedback,
  • and institutional memory,

even the best reforms will decay.

In governance, maintenance is more important than innovation.
